Our Work in Fiji: iTaukei Lands and Fisheries Commission (2024)

Our establishment in Fiji follows a significant piece of legal work conducted on behalf of the Government of Fiji.

In 2024, Mr. Vakalalabure was one of the consultants to review the Native Lands Act 1905, including the work of the iTaukei Lands and Fisheries Commission (TLFC), also known as the Native Lands Commission. This work was conducted under the Ministry of iTaukei Affairs and culminated in:

This report was officially presented to the Great Council of Chiefs (GCC) as part of a broader national consultation process on Indigenous land and governance and subsequently to the Minister for iTaukei Affairs.

This landmark review proposed modernising the iTaukei Lands and Fisheries Commission (TLFC), resulting from audits of native land records (the tukutuku raraba, vola ni kawa bula, evidence book, etc), engaging widely with traditional stakeholders, and drafting new legislative frameworks. The outcome strengthens Indigenous land rights, enhances institutional governance, and promotes fair, transparent, and culturally aligned resource management across Fiji.

Political and Governance Work

From the COVID-19 pandemic through to 2025, Mr. Vakalalabure served as the Chief Executive Officer in the Office of the Leader of the Opposition in the Cook Islands. In this role, he was responsible for parliamentary coordination, political strategy, legal oversight, and public policy engagement. His tenure was marked by a strong focus on governance reform, constitutional and legislative Reform, and amplifying opposition voices in Parliament during a time of great national uncertainty. He played a critical role in managing legal responses, drafting parliamentary submissions, and coordinating policy interventions on key national issues.
